Painting - Paint is smearing - not spreading nicely at all!

I've just searched this site and can't seem to find an answer to this. I've used General Paint premium latex primer, and I've just attempted to paint with two different types of coloured paint: Wal-mart low lustre latex and Glidden satin spread latex. Both paints are smearing, rather than spreading. Is this a primer problem or a paint problem? How can I tell? Thanks for your help.

A few questions first please...How deep/dark are the colors being used? By smearing, do mean the roller does not 'roll' the paint onto the wall, but pushes it around and smears it? How thick is the roller cover you are using? Is the cage frame of your roller handle spinning freely as it should with and without the sleeve on it? Are the wires of the cage compressed so they cannot hold the roller cover firmly on the cage?
