can I put a second coat on even though it has been about 3 months or do I need yo prime again? Thank You

A second coat will be fine on a clean surface, although a light scuff-sanding and a damp mop beforehand would ensure better adhesion, especially if it was an oil or polyurethane reinforced alkyd. Thin coats are best. :)
