Can you give me some idea how to decide how much of the wall the block should take up and color schemes for this? I need measurements and ideas on how many colors to use (2 or 3), etc. Basically I don't know where to begin and cannot find any other information on the net.

No, I want to paint a large rectangle on the wall at an angle starting from the corner at the floor to maybe a little above center. I just wondered what proportion to make it as to the wall size.

You need an artist, not a painter. Perhaps some how-to art books would be of help. Maybe you could check with the art department of a local college? We can tell you how to apply the paint, but not much help with the artistic aspects.
