I'am in the process of a remodel job. I would like to lay the ceramic tile over the exixting floor which is vinyl and is not loose. Can I?

If your subfloor is wood, the safest install would be to use a cement board or ditramat over the vinyl.
If you are on concrete and the vinyl was insatalled with a full spread adhesive, (vrs. a perimeter adhesive), then you can go over the vinyl. I've seen vinyl floors removed only to expose a crack in the concrete. Then a isolation membrane had to be installed.
Use a high end multi-purpose thinset to get a good bond to the vinyl.
