I have black laquered end tables and coffee table. I hate them and want to refinish them in a new color. How do i go about doing this? Stripping? What kind of new paint?

You don't have to strip. Sand the piece completely. This is not to remove the old finish, but to scuff it up so a new finish will adhere.
Use a good primer - BIN, KILZ, Benjamin Moore's Fresh Start are all good.
Sand to remove any drips, runs, sags, etc., wipe clean then paint. I'd use a semigloss interior latex enamel - the same paint many use for interior trim work. You pick the color.
