I have an old wooden dresser with a door in the middle that has wicker on it. I am wanting to paint it white and am not sure how to begin. Do I sand it down or just paint over it, and can I paint the wicker also? Please help.

I'm assuming the wood work is already painted and the wicker isn't. If that's the case, sand down the painted portion. You don't need to remove the old finish, just scuff it up for an application of the new.
Prime both the wood work and the wicker - use a primer such as BIN or KILZ.
Follow with the paint color of your choice, either latex or oil.
