Our 1880's home has several large rooms which have had the 12" ceiling tile stapled (?) over the plaster ceilings. Removal just does not seem to be an option. Can I successfully paper over these tile? I would like to use the embossed paper that resembles tin ceilings.
I would appreciate any definitive help with this, and would also like to hear from anyone who has had experience along this line.

Its really not a good idea now is it?? But anything is possible!
I suggest that if you do go down this road then you should at least fill the joins flush so that you have a flat surface..Normal water based pastes do stick to polystyrene tiles so that should be ok...Of course..There are fire saftey issues with polystyrene tiles and the paper will not really make them any safer...On the positive side they can provide good noise insulation.
Why is removing them not an option...Just curious.
One valid reason not to strip them would be to avoid finding out what they were put there in the first place to hide!!

I would at least yank down one tile. You never know what they are covering up. You could have a beautiful real plaster design or an honest to goodness tin ceiling like you want.
Ultimately you can put up embossed wallpaper. Definately fill the gaps like top suggested or use a drywall filler. The wallpaper you want can be a little tricky to install, so I would suggest a pro do that for you. You might be able to find an installer on my other installers (http://www.wallpaperinstaller.com/other.html) page in your area. In either event, I wish you luck with your project :D.
