I removed two layers of wallpaper that the previous owner had put up. They very easily peeled off leaving a fuzzy beige paper backing on the wall. It appears to be very tight on the wall. Can I just paper over that or do I need to remove all that backing? If I can paper over it (whichwould be a lot easier), do I have to prime the walls in any way? Thanks for your help!

Its usually quite easy to strip the backing paper!! Just soak it with hot water 2 or 3 times and allow to soak for a good ten minutes..sometimes it comes off in large lengths..others in small strips with a scraper..
However..If the backing paper is sound and doesn`t have overlaps then there is no real reason why it cannot stay..It can even act as a lining paper..Your choice.

I agree with top. Though I would recommend with more force his stripping advice. In most every case it is 500% more benficial to strip prior to hanging new paper. You can view the wallpaper stripping page on my site for additional help. You can re-paper over the backing material, but I would recommend a coat of quality primer designed for wallpaper before the new paper.
