I recently bought a new home and to my anger have textured walls throughout. I want to wallpaper and wainscoat my dining/kitchen . Is there any way I can do this without it falling off?

No!! Sorry but it`ll have to come off/or skimmed over..You really do need a flat surface on which to hang wallpaper on...
Looks like this is a job for the pro`s Im afraid!!

An alternative method is to wallpaper over the texture with bridging material. You can buy it at home improvement stores or online at Cavalier Prints (http://www.wallliner.com/prod02.htm).

I would agree with Top about the sand or skim coat method being the best. Even with the liner paper you would still want to go over the wall with sandpaper to knock off all the big stuff, but this method is exceptable and cheaper. Once the paper is up, you can paint or paper over it.
