My mom said there TV will not turn off. Even with the remote. They have to unplug it to turn it off. The TV was bought in 1992 and is a Sharp. What could it be? Is it worth fixing?

Your problem is more than likely a shorted TRIAC, an electronic switch in the remote control circuit.
In the old days, we had a mechanical switch to turn the TV on and off but the advent of remote controls made it necessary to perform this act electronically.
The part is not expensive and, most likely, the real costs are going to be labor. You might check around the local shops and get a ball park estimate for this repair. Weigh the costs against TV replacement and make a decision.
