My problem is that I have a breezeway from my house to my garage. under the breezeway is my cistern. I want to put either a pergo flooring, or a ceramic tile floor on it. But when the water in the cistern evaporates the floor gets wet. Is there some type of vapor barrior that I should use befor installing the floore?

I think you are looking for a "moisture" barrier. Laminates are not for exterior installation. Laminates are not for installation in areas where the moisture content exceeds 2.5% in the subfloor. My suggestion would be to consider the ceramic tile but that may have problems even if the sub floor is concrete.
