the top of my chimney does not have the flue pipe extending out the top. I bought a piece of flue pipe but I'm not sure how to cut it.Also whats the best stuff to cement it to the top of the chimney?

The old fashion way was fill the flue liner with sand and use a chisel. However, it is not the most accurate... and if you're not careful or an expert at this technique, you could split the unit.
The best thing would be to get a cheap ($5) abrasive masonry blade and put it on your circular saw. SCORE the unit only. Go around and around the unit... making a deeping SCORE. Don't try to cut all the way through the unit! Eventually, you'll have it scored enough to "snap" or "break" the unit where you want it.
