i have an oleander bush/shrub/plant, whatever you call it...in my front bed, is now the time to cut it back? i think it grew about 3 feet since last spring.

It's too late (or too early) to prune your oleander now.
Wait till it's done blooming this year then trim it to any size you like afterwards. If you trim now you'll be cutting off this years bloom buds.
