I have a 3'0x3'0 window in my garage. the exterior is brick and i would like to make this window a 32" wide door. What would be the best way to cut the brick under the window opening down to the slab?

Typically, a masonry saw is used to cut through brick.

Save the brick in the panel that you are cutting out. Chip away the excess mortar around most of the brick. Take a mortar sample (the exposed joint) to a masonry supply house. They will help you match a masonry cement to the existing mortar... giving you a seamless repair where you have to fill in around the old window.
Good luck.
