I have a gap up to 1/2 inch in some areas between the oak molding and floor. Because the molding curves in many places I am afraid having a toe mold added would be prohibitive. Can I fill the gaps with a wood putty??

Yes. It will take several applications to get it smooth because all solvent based putties shrink when they dry.
