My basement has concrete block walls painted with latex paint. I want to hide the motar joints, then texturize the wall. The walls have no moisture problems. Any suggestions for "levelizing" the motor joints to hide them with a sand based texture paint?

Regardless of what you use as a "leveler" in the joints, keep in mind that "the filler" is dependent on the bond that the paint has to the block.
