Which should be done first in a single room, basement remodel, build the 2x4 wall framing along all concrete foundation walls, or install the ceiling strips perpendicular to the over head joists for eventual drywall after walls and ceiling framing is complete. Thnx.

6 of one, half a dozen of the other. Probably would start with putting the strapping on the ceiling. Do you really need it? What is the finish ion the ceiling going to be? If it's drywall, you could connect it directly to the floor joists. Might also want to consider a suspended ceiling, especially if there is wiring , pipe, or ductwork. Makes getting to them a lot easier in the future for repairs and such.
