What's the best way to get rid of the residue left by removing wall paper from drywall I'm going to paint?

I like a paste remover and scotch brite. Use a spray bottle to mist on the paste remover - let it soak a few minutes and then use a scotch brite pad to scrub it down, followed by a wipe down with a sponge and a bucket of clean water. I find a sponge just spreads the paste around if you don't rinse real frequently. The scotch brite has some bite and "holds" a jut of he softened paste
