Hello,
The previous owner of my home, with the help of his buddies, built a 10' X 10' addition (for office space). The roof is solid poured slab--about 4" thick. I have noticed substaintial black mildew inside on the ceiling. The ceiling always feels cool and damp to the touch. The walls of the room are concrete block. What's the best remedy to fix and prevent this problem from occuring?

No ventilation system other than a wall A/C that hasn't worked for the last 6 months. Thanks, Majac.
