I have a good portion of a backsplash and a wall in a kitchen and almost all my bathroom that was tiled with the 1" tile. Can I treat the tile and fill in the grout with "Spackle" and get a smooth surface to paint? Removal would mean a remodel job I think.

Tile can be painted, as far as smoothing to a flat surface, no spackeling will adhere properly, I do not know of a substance to smooth out the tiles.
