I need to paint my concrete in the garage. I want to use a solvent base epoxy after I paint it. I was told that I can not use a latex waterbase because the solvent base epoxy will eat it up. Can I paint the floor with an oil base paint and then use the epoxy over it? Anybody have experiece with painting the floor not staining it?

Most of your 2 part epoxies cannot be applied over conventional paints, including oil based, the strong solvents in epoxy can lift the conventional paints from the surface (plus, then your epoxy coating will only be as strong as the underlayment of oil based enamel), what you will need is the proper primer for the epoxy and you will have to get the primer where you buy the paint. Also make sure the concrete is cleaned very very well, I suggest scrubbing it with a TSP solution and powerwashing it, allowing it to dry completely. Also remember that most all 2 part epoxies will have a loss of glossyness and will fade when used outside, expecially in sunlight, but that does not hurt the epoxy's performance, in your garage it should be fine and not fade.
Just out of curiosity, why do you want to paint with an oil based paint prior to useing the epoxy?

The reason I was trying to figure out how to paint it and not stain it is because the homebuilder has painted the face of the step and the footing completely around the garage and I'm not sure if I can get all that paint off the concrete for staining. I was told that the muratic acid should take it off but they were not 100% sure. The footing is very ruff (not smooth) and I tried scrubbing with a wire brush and it is not releasing. I really am not sure what to do. I want a marble effect. So now here is what I am going to do. I am going to spray muratic acid on the concrete and where they painted the concrete. Then clean it up making sure to neutralize the acid. Priming it and applying a epoxy over that. Hopefully this works because it is fairly expensive. $600.00 in products alone. Thanks for you information, I appreciate it.
