We have hot water heating (hydronics system) in our home. There is a small nozzle type fixture with a silver "toggle" in it which can be lifted I guess to relieve excess pressure located on the side of the heater unit. The problem is that water is leaking from this nozzle, could that mean that we need to drain the tank. Or, do we just need to lift the release toggle to relieve pressure. About a quart of water a day is collecting in a bowl I have placed under the nozzle. We bought the house 2 years ago and it just started leaking recently. The house was built in 1945.

What you are referring to is a pressure relief valve. All this is, is a valve that has a spring on it that is designed to open the valve at a certain pressure. First check your pressure gauge. It should read between 12 to 20 psi. There is usually a red line on the gauge set at 30 psi. If the dial is near there, then that is what causing the blow off. The usually causes for this is the system is air bound, expansion tank failure or water pressure regulator failure.
If the pressure reading is between the accepable readings, then it is the valve itself and it needs to be replaced. Very inexpensive, the most $10. If you're not mechanically inclined, call a service person.

THIS SOUNDS LIKE A TEMPERATURE AND PRESSURE RELIEF VALVE
YOU HAVE TO CHECK THE PRESSURE IN THE SYSTEM..THERE SHOULD BE A GAGE SOMEWHERE..IT IS POSSIBLE THAT THE PRESSURE IS GOING TOO HIGH.POSSIBLE CAUSES ARE...FLOODING OR FAILURE OF THE SYSTEM EXPANSION TANK...SYSTEM TEMPERATURE TOO HIGH DUE TO NUMEROUS PROBLEMS..CONTROLS OUT OF ADJUSTMENT..OR CONTROL FAILURE...OR IT IS OLD AND WEAK AND NEEDS REPLACED,MOST LIKELY IT NEEDS REPLACED...FAILURE OF THE WATER FEED VALVE COULD CAUSE HIGH SYSTEM PRESSURE ALSO...
IT PROBABLY NEEDS REPLACED.IF YOU REPLACE THIS RELIEF VALVE YOU MUST USE THE EXACT REPLACEMENT.THAT IS THE SAME TEMP AND BTU RATING,THIS IS CRITICAL..I WOULD SUGGEST TAKING THE VALVE OR THE TAG OFF OF IT TO A REPUTABLE PLUMBING,HEATING SUPPLY DEALER....THESE MAY ALL LOOK THE SAME BUT THEY ARE DESIGNED TO FIT THE PARTICULAR UNIT..THEY ARE SIZED ACCORDING TO THE BURNER BTU INPUT..SO THAT IF THE BURNER CONTROLS FAIL AND THE BURNER RUNS CONSTANTLY,IT WILL RELIEVE PRESSURE/PREVENT EXPLOSION OF UNIT:(

It probably states "210" degrees "30" psi....If you are going to replace it bring boiler down to ambient and make sure no pressure remains in system.PDF
