I have a Janitrol 2 piece unit that is icing up on the outside coils
in heat mode. The temp outside has dropped below freezing.
If I put it in air cond. mode it will melt the ice. The defrost cycle
on this unit just makes the reversing valve and turns off the fan.
Is no defrost my problem or is there other possiblities.

frost buildup on the od unit in cold weather is normal .When in defrost, the reversing valve is de- energized, the od fan stops, the compressor continues to run and electric heat is energized in your id unit. You have some kind of a sensing devise in the od unit that tells the defrost clock that all the frost is clear and to reverse back to the heat cycle. It could be defective and not sense the tem,perature or it could also sense it prematurely. The defrost clock could bve the culprit, or the mother board.
