I have a GE/Hotpoint XL44 gas range. When I first turn on the burner to the ignite position, I get clicking and a spark(normal) but the gas does not come on for at least 10 to 20 seconds.
I sometimes have to turn the knob past the ignition position and wait until I hear/smell gas and then ignite the burner.
All four burners work the same and once one burner is lit, the others light instantly.
The hole/slot on the burner head is clean and the stove is three years old. It seems like it is a gas delivery problem.
Do I need to call the local gas company or a GE/Hotpoint repair person?

Based upon your problem description, it could be one of several possible problems.
#1:
A defective appliance gas regulator.
To verify this, how does the oven function? The same way or instantly? If the oven functions instantly, it's NOT the appliances gas regulator. It's isolated to the top burner valves or sparker switches.
#2:
A gas supply problem. Supply meaning main gas supply out of the piping system. This could be verified by watching any other gas appliances in the house. If the same condition exists with other appliances, it's a gas supply problem. this is a problem best left to the gas supply company.
#3:
If this problem exists ONLY with the stoves top burners, the valves or spark ignition switches may be defective or out of sequence. Or top burner valve knobs could be slipping on the valve stems. The knobs could have cracked stems themselves.
#4:
The air fuel ratio mixture could be out of adjustment. There are air intake shutters on every burner tube. These are adjustable and regulate the volume of air entering the burner tube. The correct adjustment will allow the burner flame to burn BLUE and ignite quickly from the sparker.
Suggestions:
Read the manufacturers online web site for product information, problem solving methods, disassembly, reassembly methods, repair proceedures and instructions, pictorials and schematics, which may be available online.
An excellent source for orginal replacement parts is your local retail appliance parts store. Appliance parts dealers test and carry replacement parts for all appliances. Parts dealers are listed in the phone book under appliances.
Retail parts dealers can also help determine what the possible problem may be. Bring the make, model and serial numbers if you stop in at the store. The info will help to determine the ignition system and possible problem causes.
