Hi,
We have a foundation made complete of red brick. I believe there are two side-by-side rows. On the inside, the bricks were covered with a thin coat of cement. Over the years water seepage has caused some of the cement covering to move away from the brick and crack. After removing some of this I noticed that the cement between many of the bricks has essentially turned to sand. How should this be repaired? Can we remove the cement and bricks and re-apply the cement?

The process of replacing mortar is called repointing or tuckpointing. Basically the mortar is chiseled out to a depth of an inch or more then it's replaced. In this instance I think it would be a wise decision on your part to call a masonry contractor and follow the recommendation provided.
