Instead of putting the normal plastic sheeting on the outside of my windows I was thinking of using plexiglass. I thought maybe I could cut it to size of a window and use velcro to attach it. Could I put it on the outside of the window? I have double hung windows with vinyl on the outside. If I were to put the plexiglass on the outside would too much heat build up between it and the window? Let me know what you think.

I don't know if velcro would hold the plexi due to wind drag across it. It might pull it off.
You certainnly can use plexi as an insulation layer in the winter to hold in warmth, though, and it won't get too hot at all, due to outside winter temps.
I think that I would use foam insulation strips around the edges, and drill and screw the plexi to the window frame.
