Good Morning, jklk84:
Any number of possibilities here. Some that come to mind:
a) No high voltage to the picture tube
b) Someone dropped the set and broke the picture tube
c) No video amplification.
Either way you will have to get the back off the set to see what is going on inside the beast.
To get some pointers, use this Repair FAQ as a guide. And, don't
stick your fingers where they don't belong. You can light up your life the hard way.http://an.hitchcock.org/repairfaq/REPAIR/F_tvfaq.html

RCA tv are well known for cold solder joints. If you have the patience, solder each bad or cold solder joint on the printed circuit boards especially in the video part of the board .There may be a small video board on the picture tube neck or look for a big fat chip in the main board which is the video chip,Solder the solder on the small neck board on the picture tube and solder the solder joints around the big chip and square tin vertical cans called a tuner or filters. Leave tv off for a day before starting this so high voltage will leak down to zero volts.

If i'm not mistaken, this sounds like one of the earlier RCA televisions from the pre G.E. days (pre 1988). If that's the case, this television uses two circuit cards in it. a CPU card, and a tuner board. The first thing to check for is high voltage. You can usually notice if the set crackles or ticks upon power up. Also, turn all the picture controls clockwise and see if you see a faint gray picture
These sets usually have connection problems where the cards connect together between the CPU, and the tuner. the signal is then passed on to the motherboard, where it is almplified and displayed
