I heat with oil and I would like to have heat in the basement because it is extremely cold in the winter. If I add a zone to a 15x13 rm. would this be costly ? Any other suggestions are appreciated

Zoning for that size area will probably not cost you that much more on your fuel bill provided you understand where your greatest heat loss is in that area. That is the masonry walls and floor. They both are heat sinks. What the terms implies is something that drains heat from your home. The medium is conductive heat loss. Insulating the basement walls and using a good padding designed for concrete floor under carpet will make the difference between the amount of comfort you experience in that area and how much it will cost you to heat it.
