Hello,
We recently purchased an older house and are in the process of doing some painting. The first area is the kitchen. Peeled the wallpaper off and looks like there is about two layers of paint that is starting to crack and peel off behind the paper. I mean big chunks starting to come off. A yellow paint and then behind that a green paint, then white. Ceiling is starting to do same thing.
Should I start scraping paint off or skim coat or what?
Just need some advice on how to, and what products i would need.

Scrape off all loose paint and fill all imperfections with a 12" caulker blade..Prime all filled areas and the line walls with 1000 grade lining paper...Then paint.
