My deck is apx. 7ft. off the ground, I'd like to create a small shed underneath. What would be the best way to install a "roof" to keep the underside completely dry? Also, next summer, I plan to put in a cement floor...

You can use corrugated galvanized or aluminum roofing with a slight slant for drainage to the outside edge of the deck installed under the deck.
Building your roof in sections on the ground and raising it in place under the deck is one way.
Build a 2x4 frame about the size of the roof that you want (that will fit between deck posts), and add 1X4s across it on 24" centers to nail the roofing to. Nail the frame (already roofed) to the deck posts.
Since there won't be much pitch to the roofing, caulk between the roofing sheets overlap to prevent leakage in heavy rains.
You also can frame around deck posts by nailing 2X4s on all four sides and cutting the roofing with metal shears to fit around the posts, if you want to do it that way.
Use black plastic roofing cement to seal around the posts.
I have a boathouse with a 12' X 24' overhead deck, and I built an aluminum roof into it in a similar manner.
Works like a charm (and my pontoon boat stays dry).

I installed a 7' x 7' Rubbermaid shed under my deck for mowers and stuff....works great and a lot less expensive than building your own!
