i'm thinking of repainting the concrete floor in the basement. What should I do before I apply a new coat of paint. There is some chipping/peeling of the previous paint.
The previous owners used an epoxy alkyd floor/wall Gloss paint. I want to paint it to look like large ceramic type tile.

Clean the floor as best you can. Remove as much of the old paint as you can. Reapply an epoxy concrete paint.
