WE HAVE A 1300 SQ. FT TOWNHOUSE AND NEED TO REMOVE THE POPCORN. HOW BAD IS IT TO DO? OUR HOUSE IS NOT THAT LARGE.

Its a very messy job. Yes you can do it yourselve. Remove what you can from the room, cover everything (YES everything) iwth plastic. Then strat scraping. Water will soften it.
Once its removed you will need to mud then sand (and remud and resand) the ceiling. Hire a pro to do this. It can be a DIY project, but takes a practiced hand to look good (where you can't see it). Then you need to prime and paint the ceiling.
Popcorn ceilings are popular because they are cheap. They are cheap because the joints don't need to be finished as well as for painting and the stuff is sprayed on.

I use a pump up hand sprayer with warm water, I spray it just enough to dampen it then it scrapes off easily. DO cover everything with drop cloths because it is very messy.
