Can someone tell me the proper procedure for building a hand-i-cap ramp to an existing deck that is 39 inches high ?
I would like to start this weekend to help out my inlaws.

Sorry no one has offered any suggestions yet. I found a site you can check out: http://www.adaptiveaccess.com/drw_wood_handicap_ramp.htm
based on their calculations, your ramp would need to be about 39ft long. This I'm sure is a problem as you'll probably have to traverse halfway with a platform and then continue with the second half.
There may be other sites with suggestions - check google.com and enter a few keywords. You may want to also check the codes in your area.
