I bleached my deck to strip and prep for new sealer. Would a wood conditioner help restore the yellow color to the deck material. Also, I added new steps; should I wait 6 months to seal?

Sorry to hear you used bleach. Will definitely remove all the color the wood once had. And the home centers push it by the gallons!
And to correct a misnomer - 'sealing' can only be accomplished by coating all six sides of the wood, no matter what Mr. Thompson says. Your best bet now is to stain the wood using a semi-transparent oil stain color of your choice, be it cedar, redwood or whatever. If you get the right one it will also be water repellent and have UV inhibitors. Then that's all you'll need for three maybe four years. With the new products there is no need to wait to apply the product to the new steps. I rarely make brand recommendations here, but I like Wolman's F&P. One application, one good coat. There are also other good stains with the above three qualities: oil-base, repellency, and UV protection. That's all you need.
