Can you remove an ink stain from a finished tabletop without removing the finish? If so, how? If not, once the top is stripped, would you use chlorine bleach, oxalic acid, 2-part wood bleach, or just sanding, or something else to remove the stain? Thank you.

The ink stain removal success will probably depend on what type finish is on the table, and whether it has penetrated into the wood. The cleaning forum usually suggests rubbing alcohol for ink removal. This may work on a commercially sprayed lacquer finish. Be advised that alcohol might remove some finish if it is shellac(not widely used anymoe).
Mineral spirits will remove some ink on the surface of poly coated finishes without affecting the finish.
If all fails, the stripping and possible sanding is next:
If the ink has penetrated into the wood the 2-part wood bleach would be my first choice - contains sodium hydroxide(lye). Don't use the household bleach.
