I tried to flush the toilet this morning and it wouldn't flush. The water came up to the top of the bowl. I live in a condo and it has a septic system, which was just cleaned out 4 months ago. Should I use a plunger and then flush? I don't want the water to go over the bowl onto the floor - its on the 2nd floor.

Try giving it a good plunging first, preferably with a rubber bell toilet plunger.
If that doesn't do it, get a plumber's toilet auger, feed the end into the built-in trap, and crank away. Should dislodge whatever is clogging it.
