I have a round, oak table with oak veneer tabletop that I would like to refinish. The veneer has bubbled over the years, mainly along seams in the veneer. First of all, do I need to strip or sand to remove the original finish? Once the finish is off, how can I get rid of the bubbles so I'll have a smooth surface for refinishing? Thanks for any help!

Yes, you need to strip the top.

After stripping (and letting the top dry completely), use an ordinary clothes iron (dry heat - no steam) set on 'cotton'. Place a dry cotton cloth over the areas that are bubbled, and iron them. This method will remelt teh adheives nad normally will reset the veneer in place. It doesn't always work, but it works often enough for it to be my first suggestion.
