I am sure it is ok to build a wooden deck over a cement patio....but how do you start??? What do you put down for the floor joists? Do you need to nail them to the cement? Any other tips and/or suggestions will be greatly appreciated! The patio is in excellent condition, just ugly.

You can lay pressure-treated 2Xs flat on the cement perpandicular to your home for drainage and framing for the decking.
If you need to raise the decking level above 3", just turn the 2Xs on edge, and use the width that you need to adjust the height.
You do not have to nail or secure anything to the cement. The weight of the deck itself will hold it in place.
If you're going to use 5/4 decking, use 16" centers.
If you're going to use 2X decking, you can use 24" centers.
