I have sanded down an old dresser and was wondering what is best to use to wipe off dust and such to prep for painting.

You can either just vacuum it off with a shop-vac or wipe it down with a tack cloth, available in the paint section at home centers. Since you're going to paint vice stain & varnish, the dust won't be as critical.
