Is it possible to paint over wallpaper? If it is are there any steps you need to take to prepare? Or is it just a bad ideal all together?

eww bad Idea. Some wallpaper once it gets wet will bubble and start to peel off. Best to bite the bullet and take the time and remove the wall paper. I use warm water and sponge it on. Start peeling and keep working at it. You can also purchase wall paper remover from and wallpaper/paint store .
