We just moved into a house with a fireplace and have discovered, after having the chimney cleaned, that the damper is rusted (no cap on the chimney - we fixed that) and will not open all the way. We are told that is should probably be replaced. Is this an easy fix for a couple of do-your-selfers?

Yes.
The damper handle is usually just held onto the damper with a large cotter pin.
Remove the pin, and the damper can be lifted out and in.
Easy.
