I am planning to build a ground level deck. Because of tree roots I can't dig down too far, so I am am planning to dig down about 7"-8", lay a level gravel bed (3" deep) for dranage and place 2x4 PT sleepers every 16" and then nail 2x4 PT wood on top for the decking. Any suggestions/criticism of my plan would be appreciated.

That will work, only I personally would use wider decking.
You might also consider putting down ground fabric under the gravel to help prevent plant growth.

If you're worried about height, you can save 1/2" and get a nicer finish by using 5/4 decking (1" true thickness). Just make sure you put your sleepers at 16", cause it's not quite as strong.
