Can vinyl storm windows be reliably painted for cosmetic reasons? What is the process and primer and paint type?

No, and why would you want to paint the vinyl anyway.?
If it has yellowed or something, it can be cleaned up.
Paint will not adhere properly to the vinyl.

J Adams, Do try some Wesleys Bleach White or diluted bleach to clean. If this doesn't do it for you get back. There is a way to paint...Mike
