Ok, Im reparing, re-glazing and re-painting woodframed exterior storm windows. Ive got it all cleaned up and old Glaze all scraped off..
Now, the directions on my glazing compound says to roll it in your hands and make approx 1/8" rope then apply to the window frame. Problem is that when I try to roll the glazing compound in my hand it just acts like sludge and falls apart.. cant make a rope with it.
Any suggestions?

I use Dap 33 glazing compound in a caulking tube. Comes with an applicator tip right on the tube -- never have to touch the compound, and get a quicker, neater job.

Dap also makes a putty which will get soft enough to make a rope. It sounds like your putty went bad.
