Is no continuity between the terminals ALWAYS indicative of a bad valve?

Maybe you should give us more to work with here. Type of appliance, type of safety valve. I could assume and logic would tell me that the answer to your question would be yes. But there may be a safety valve on a certain appliance that works just a bit differant.
Next question would be what are you using to test it with? Ohm meter, on what setting? May not be high enough to register a reading?

This is a Kenmore oven, model 103.3248010 with natural gas.
Using an ohm meter on the RX1 setting.
