I purchased a 38 year old ranch home in southern Ohio. The construction is block with brick. The walls are plaster nailed on vertical 1x3's with no wall insulation. The only insulation is in the attic. I am thinking of adding insulation and siding to the exterior over the brick. Will this be harmful in any way? Doesn't brick have to breathe. Do you think this is very cost effective?

Please help, I'm trying to lower the utility bills and be comfortable at the same time.

Normally masonry walls are insulated during construction. It is possible to do so after the fact. It wouldn't hurt to go here http://www.foundsystems.com/foam.htm and talk to them. Siding is possible also. Compare costs and net gain. Then decide.
