Our outdoor stair rail, which leads to the front of the house entry has multiple layers of paint and is surface rusting though in a number of areas. I would like to remove it from the concrete slab which it is anchored in with lead. The house attachments are easy but I've tried to melt the lead with a 'home' propane torch without success. Has anyone had a similar repair project like this and if so how did you remove the rail from the concrete.

I would prefer not to have to cut it off and sink new holes but it might just take that.
