I own a cinder block house and would like to texture the exterior walls enough to hide mortar lines. Is there a way to do this without using full-blown stucco technique (supported by framing/chicken wire, etc)? I'm hoping I can spray or hand-apply a product directly to the walls and then paint over. I live in Seattle, so rain is an issue. Any suggestions? Thanks.

I have a house made of painted cement brick, and considered doing the same. Living in the southwest, a large number of houses are built with stucco finishes, and it's easy to find someone to do it for you inexpensively. However, there is a company here in Tucson called Elastek that specializes in a one-application coating that seems to work well. My neighbor used it with very good results.
