I just purchase a house that is about 5 years old, the garage floor looks like it was sealed several years ago. Is it best to put another coat of sealer on it or paint it again. I would like to get it looking like new again!

If the sealer was put on over the paint and the paint still looks good, and if the sealser was a latex, just put another coat of sealer on it. Be sure the sealer is for garage floors. It should be on the label somewhere that the product will not give any 'hot tire' pickup. Some sealers will seal but will also soften when a hot tire is driven or parked on it. If the sealer was an oil based sealer, like linseed oil, you can go over it again but it will dry very slowly.
