What can I use to remove creosote from concrete?

Depending on how much creosote you have and how deep into the concrrete it is, you will have some work to do. Creosote is soluble in paint thinner like mineral spirits. I would recommend that you not use xylol or VM&P, they are too flammable. If you have a little to take out, dampen a rag and try to use it as a wick to draw out the creosote. If it is a surface layer, perhaps you could use a solvent resistant brush and gently brush across the area. Don't generate too much heat. Be sure to dispose of your rags properly, they are combustible.
